Dropdown over.ay add; how do I ID the trigger

Whenever I turn my phone on an overlay drops down, blocking access to my screen; so before I can do anything I have to, physically, swipe up; twice! Voice commands work, but they don't clear the overlay!
 
I've called Samsung 6 times, there last suggestion was, revert to Out of Box!
 
Surely there is a way to ID the app that riggers this add.

That didn't work but I discovered a work around.
 
For some reason, double clicking the Start key opens the assigned app, without triggering the Overlay Add, and since I have Voice Access set to activate, by default, I can say "Home" or "Previous Apps" and the Overlay will not triggers.

You mean the lock screen? The lock screen will always show unless you disable security.  It's for your privacy and security.  If it's an advertisement, you have a malicious program on your phone.  Uninstall the last apps you downloaded  or download Good Lock/Nice Catch and turn on detect commercials to find the offending app.  Also, download a malware protector such as MalwareBytes. 

 

Samsung has told you the easiest thing to do if you cannot identify the offender- factory reset and start from scratch.  If nice catch does not help you, you will have to try to remember the last few apps you downloaded before this started happening and uninstall them.  The could also have come from clicking a bad link in your web browser.

@mikecox39 You can give Nice Catch a try. Nice Catch is part of Samsung's Good Lock module. Good Lock is from Samsung, free, and available in the Galaxy store.

If you just installed a app. It could be causing this, so try deleting any suspicious apps. Then try nice catch (like LongHiked mentioned) and anti malware apps.

Thanks for your suggeston.  

Samesung also suggest thet but we couldn't  find the offending app. So they took me through apps that I seldom used, and deleated then, but the add still comes down. 

I plan to try the **bleep** Lock action later

Download MalwareBytes and run a scan - keep it active.  You have a rogue app somewhere that inserted adware on your phone.
