But it only has the state for USA. I'm a Non-Citizen in USA.

There's the problem, it's a U.S. based product and although it can be used overseas you have to live in the USA. Per the TOS: " To qualify, you must be 18 years or older, a U.S. citizen or permanent resident and have a physical address in the United States."

You need to have a resident status as they check the credit bureaus to verify.
