How to turn off "wifi tips" notifications?

The options/toggles to turn off the categories and the whole set of notifications are greyed out. How do I disable this stupid "your wifi is off" notification? Yeah, I know. I turned it off on purpose. Thanks.

Settings, notifications, advanced, scroll down to manage notification categories for each app and toggle it on. You'll have control over what notifications to keep on and off then.

That is already enabled. The categories and the main notification toggle are greyed out. I can do categories for pretty much every other app.

Oh, ok. I was trying to find wifi tips in my phone and I don't seem to have it.
