Android 13 had this option under Special access > Turn screen on, but the newer Android 14 only has Google Play services and Messages listed there. Now, for apps that do not specifically provide option to not turn on screen, the only way to stop app notifications from waking up the screen is to turn all notifications off completely for the offending app, which of course is not a real solution. New versions should not regress functionality and remove features. I'm on Galaxy Z Fold 3.
