I don't understand why some of my gift cards the wallet will take, some that Samsung get denied when trying to add it the Apple Pay will accept.. And they are all vanilla visa gift cards and I've contacted vanilla and some they have helped me with some they said they have done all they can and that the problem has to do with Samsung.

It literally says it wasn't approved by the card issuer, which is not Samsung.

It's up to the issuer whether credit cards, gift cards, store cards are allowed in digital wallets. Many still are not. May not be Samsung Pay rejecting them. Just because they are all Vanilla Visas doesn't mean they are all wallet eligible. See what happens if you try to add it to Google wallet.
