I have a S20+ (probably v13) that recently went blank after being dropped in water... it was presumed dead, but after a few days and a bit of desperation, I was able to get access through my PC by unlocking the touch pattern blind...

I was hoping to get access to contacts, text messages, and other important data, and while I was able to retrieve photos etc, there's more to rescue. Also, I ordered a refurb S20+ that should arrive tomorrow, and I'd like to be able to use Smart Switch to transfer everything to the "new" phone...

I tried to connect it to a monitor and a TV using a USB-C->HDMI cable per Samsung:
https://www.samsung.com/us/support/answer/ANS10002919/

But, once I get to step 5, I can't navigate the phone, as suggested. It seems that Samsung Dex is preventing it, but there is no mention of this in the instructions.

How can I go about getting access to the touch-pad so that I can use Smart Switch to back-up and transfer?

I ordered a multi-port hub to see if maybe a mouse would allow me to navigate, then got an idea... what if I could navigate the phone by tapping in approximate locations, taking screen shots after each and opening the screenshot folder on the PC to see where I was and what I did... and it worked. I was able to get Dex set up and then navigation was easy; everything is backed up now and data saved. I came across a lot of folks online with the same problem and no solutions, so maybe this thread will help.

Take it to a phone repair shop and see about data extraction to a sd card.

Not an option; I live in a rural area, nearest town has 6k people.
