When I share a calendar notification, I select ICS file but when my contact receives the file it's a VCF file. When they send me an ICS file I receive it as an ICS file.
If you are indeed sending .ICS and you see it sent as ICS it's the recipient that has the option of opening it as VCF. Not an issue on your end unless you are NOT sending it as ICS 🤷
