Title says it, I can't find the Advanced Settings in the messaging app, it's just not there. Does the S20+ support RCS out of the box?

I think it depends on carrier, I have RCS on Samsung Messages, you need to toggle an option in Settings > Connections > More Connection Settings > Rich Communications

Then in Messages > 3 dots top right menu > Settings > You should see "Chat Settings" as the top option, inside there is "Rich Communications settings"  you can toggle on/off, and "Select default messaging type" where you can change from Text/Multimedia to "Chat messages"

I have the s20+ and it was working fine with my.old carrier. After  moving to a new carrier on Friday which I know has RCS I don't even have that option

Try this. I have an unlocked S20 and this activated what att calls advanced messaging with chat features.
