I have tried reinstalling the update, signing out of my Samsung account, not sure what else to try. It just won't sync.

I should also note that I did try turning off my VPN

Maybe it won't work bc it senses your phone isn't safe? Can you uninstall the VPN, try it, and then reinstall your VPN to test.i read content larger than 1gb can't be synced do you think you have a lot of content?

Go to Settings > Accounts and backup > Samsung Cloud. 

Tap "Storage" and then "Clear data". 

Re-login to your Samsung account and re-enable sync options. 

I copy paste this for you. You may need to clear the cloud app.

Thank you for the tip; however, it did not resolve my issue. I can sync properly using Samsung Internet Beta (a separate app). While I would be happy to use it, I wish I could uninstall the standard version and replace it with the Beta version.

Under the internet cloud settings. Do you have sync using wifi only, or wifi or data as I see your using both from your screenshot.

Could you try opening a page and only trying to sync that, maybe it is your 398 bookmarks.
