Edit: Took it to a repair shop and the port needs to be replaced. Looks like it was hardware issue and not a software issue.

I have an S21-5G (SM-G991U REV1.0) that I cannot connect to my PC via a USB-C cable. The phone accepts a charge through the cable and I verified the cable provides power and data with another Galaxy phone. The same applies when trying to connect via USB with AndriodAuto.

I have Developer options enabled with the Default USB configuration set to "Transferring files". 

I am unsure how to solve this issue as I have tried everything I've seen online without Factory Resetting my device.

Both ports are USB-C for Phone to PC and C to A (3.0) for Phone to Car

Are both the ports on PC and auto data ports or just charging ports?

Are your usb ports 2.0? Borh the car and the computer? To transfer data between the computer and phone, you need to use the cable that came with the phone and the computer needs to have a usb-c port or you need to have a usb-a/c adapter.

Both are data capable as I plugged in a different phone with the same setup (Cable, Port), and the new device was recognized.

Being data capable and being the right version of USB are 2 different things. USB 1.0 will transfer data, but not on the newer phones. If you don't know the version, look at the connector. White is usb 1.9, black 2.0, blue 3.0, orange power distribution/3.0.
For the computer transfer you need both usb 2.0 and either a usb-c port or an adapter to turn your usb port to a usb-c port. I don't make the rules. Although AA should still work with USB 1.0.

The ports on my computer are either Type C version 3.2 Gen 2 or Type C version 4.

It's best to use the cable that comes with the phone.  Most cables are capable of data transfer, but I believe you need a cable rated at 25 watts or better for these phones.

Search AUTO BLOCKER in settings and ignore the bs security improvements and turn it off. It's a trap of garbage. It blocks all commands from usb cable even Samsung firmware upgrades
