Firmware not updating (S21 Ultra)

So the past 6months everytime I get a UI update the firmware never updates and the only way to get the message to go away is to pull my SIM card out and put it back in.

Is this error a physical error with my S21 Ultra or a software issue? How do I fix it?

I had a similar issue when I had my s21 ultra. I had to flash the software using Odin. Watch YouTube videos on how to do it.
Fixed the issue I had.

Do you lose everything on the device?

There is a tool called Frija. That will get the exact firmware for your phone.
Then use Odin.
But watch youtube videos on how to do it and search the net.
Worked perfect for me. I didn't lose anything and didn't have any issues with getting updates after that. There might be a different fix for your issue, but I know it worked for me.
