My sister phone is getting ads

So what happened my sister phone got a update. So then when she when to use apps she gets a add and like when she want to hang up the phone she gets a 30 second ad

Sounds like it's not the update, but some malware she acquired somehow. Updates, even on carrier locked phones, do not include ads.

I would assume your sister phone has adware and or malware on her phone. An update from samsung would not behave like that.

Check privacy in your accounts and turn off ads, and so forth.
