Sounds pretty straightforward. Is it cold where you are? Take the phone off the charger and put it in a warmer area or under a blanket or a light bulb for a few minutes.
That's odd, I never actually heard of a low temperature warning. Have you run a diagnostic on the phone? Could be a bad sensor or bad charging port or dying battery. I found this article, which may or may not be of help to you:
