Text-to-Speech menu missing

I'm having an issue accessing tts on my Galaxy s21 fe. Every guide I've been seeing has tts in the "general management" menu and a different but similar menu in "accessibility", but I only have one in the "accessibility" menu without the ability to install other voices. If anyone has any information or suggestions it would be greatly appreciated.

@CluelessPhoneGuy Most likely the guides that you have been viewing are on an old version of the OS and UI. 

In phone settings -> Accessibility -> Talkback -> Settings -> Text-to-speech, click the gear to the right of "Preferred engine"

If you click on "Install voice data", you can install other voices which can be chosen by clicking the gear to the right of the language. 

In the screenshot above, there was no gear to the right of "English" until I used "Install voice data" to install a 2nd voice for "English".

Even in the Talkback TTS I don't get those options. But I still owe you a thanks because I found out switching to the Google TTS has the voice options. We have the same version with different functionality.😂
