If you don't see the banner, it's closed for new sign ups, or you don't have an Unlocked device, or carrier doesn't participate

One UI is what Samsung calls the home screen on Galaxy devices, One UI 5 will bring Android 13 support.

It's a lot more than just the homescreen I believe. It includes notification styles, status bar and other things make up One UI.
