Okay, the update to One UI 5, Android 13 has messed up my phone. If I shut my phone off and turn it back on again, all the apps in my folders get rearranged into positions I don't want them. Then when rearranging them back, the phone keeps glitching and moving the apps in that folder into places I never put them. What the heck is wrong with Samsung?

Thanks, this solved the issue for me!

GoodLock (NiceLock in my case) > Home Up > Home screen > App List (Uncheck the box)

If you're using HomeUP in Goodlock, don't use the app drawer customization. Seems weird I know, but turning off vertical app drawer fixed it for me
