Download Manager and random downloads without permission

I received notifications from Download Manager today, for the first time ever. Why all of a sudden? I can't find the Download Manager app. Is it a Google, Samsung, Microsoft, Play Store, etc. service? Just curious. 


My issue is, three of my own photos were downloading to my S22. I did not request for saved copies of them to be 'restored', because the originals were never deleted, and remain still on my phone. I have, in fact, never requested any photos/files to be uploaded back onto my phone. I have Google, Samsung and OneDrive backup apps. Are one of them responsible? Who's permission should I remove so that they can't download anything without my requesting them to do so? Any and all suggestions are very much appreciated!

Its a System App so it's hidden.

      Go To:

āƒ   Settings  ā‰»
āƒ   Apps  ā‰»
āƒ   Click The Icon

āƒ   Turn "Show System Apps" on  ā‰»
āƒ   Press OK  ā‰»

Download Manager should now be displayed. Just disable it.

Thank you for the Download Manager tutorial. The diagram helped a lot! šŸ™‚ I guess the bigger issue is who/why are these photos being downloaded, without my requesting it, and without my permission. That concerns me.
