Network options greyed out

New phone. Curious, does anyone have issues with shaded  sections in the advanced settings for network? I'm wondering why I am unable to shut auto Hotspot off and manage my networks.  Or something that unable to change?  Thanks

The only reason the first one should be grayed out is if you have never connected to wifi. The second one you should keep on. It allows you to auto-connect to few wifi networks for free.
