Secure Folder issue

I've been using this replacement phone since the beginning of this year, And I've tried to create a secure folder and then when I get to the permissions part I will click continue, And then it will give me a error message saying "Cannot create secure folder, please contact customer if this issue keeps happening." I hope one of you could help me resolve my issue.

Have you tried backing up all your data and doing a factory reset?

Yes, and I've even tried clearing date and cache, checking for updates, and even reinstalling it.

In Settings > About Phone > Status Information > Phone Status, what is it showing? Official?

I think you, then should contact your nearest Samsung Customer Support. Usually, these kinds of things should go away with a Factory Reset. Maybe, at a Samsung Customer Support, they can flash the firmware to fix this issue.
