Wifi scanning under location services turns on after reboot

Hi everyone;

I do not use wifi on my S22, and under location services, I have shut wifi scanning off as well. However, every time I reboot my phone, wifi scanning turns on again. I wish this to stay disabled.

Does anyone have any tips as to how to keep wifi scanning from turning on during a reboot?

Well, nearest I can figure, continually turning on wifi scanning even though I set it as "off" is an acceptable outcome for a company bound and determined to track your every movement. Last Samsung phone I buy
