Transfer data with out PC but using smart switch

I have a samsung galaxy a32 5g from t-mobile and I just bought a samsung s23 fe. I have account info on the a32 5g and the screen is broken. I'm trying to use smart switch with a data cable but it won't read it and I don't have a PC to use samsung dex. 

What can I do about this issue?

Smart switch through USB cable as long as screen still works, but it's broken

You have to make sure the broken phone smart switch is on also

It is on when I connect my tupe c to type c but it still does not connect
