$0.15 charge for adding my card

I wanted to have my card on Samsung pass and immediately got charged $0.15 that I wasn't aware of. Is that normal or is it a scam?

They will charge it to see if it's a valid card. They did mine as well.

It's probably just a "hold" and should fall off in a day or two. If not, my Google Pay will charge $0.01 then immediately refund it to verify a valid card.
