Galaxy S24They released it to the public on Thursday December 5th. It was open to users of the S24, S24+, and S24 Ultra that were on Factory Unlocked or T-Mobile locked/branded devices. They have not concluded their beta, so will likely open up more spots as others leave the beta, or as they expand the number of participants they want into the beta. Due to the amount of interest in Android 15, the 1st public beta filled up quickly.

Galaxy S24Samsung limits the beta to then number of people for their own specific reasons. I do not know what they are but can guess a couple of scenarios, 1 being that the server that runs the beta may be a single server, or a single cluster, and this can only support a specific number of people, and when they expand it, it is because they are adding more servers to the mix.
As for the timing on your updates, this is not Samsung's doing, but is your carriers. Samsung may have to take some time to get the Android updates in line with One UI, but the real delay here is your carrier deciding what phones get what updates and when. Samsung actually delivers the updates to the carriers in a timely fashion, it is then up to them when they push it to you.
