The last I heard beta 2 might drop on the 16th in India so it could be around then if they actually drop it then

Won't know for sure until they drop it if they will open new spots but in the past they have but not sure until its released

Those who enrolled in beta 1 will automatically get beta 2, so yes more people should be able to enroll on beta 2
