Give this a try

Go to settings >  Lockscreen >  secure lock settings >  lock network and security >  turn on

I have that setting turned on and I have never once been asked for a password to shut down my phone.  Perhaps it's because I have extend lock on when connected to my watch (and my home wi-fi), and I'm always connected to the watch.  I will have to test it when I am out of the house and Bluetooth is off.

I have it turned on and mine requires me to enter the pin every time I to power down

Oh, I see what happens.  I just tested.  I actually never shut my phone down from the lock screen (probably was asked for my password once or twice and found it annoying.)  When I shut down from the home screen, not asked for password.  When shut down from lock screen (regardless of extend unlock status), asked for password.

Yeah if the phone is unlocked already it won't require the pin to power down since its already unlocked the phone has to be locked before it will ask for the pin to power down

Yeah, I probably figured that out early on and found it highly annoying, as I don't use a pin.  I have a 7 character password.
