Anyone else have Verizon and ur phone says u can update to the new UI 7 android 15 but it stops installing on a certain % I have an S24 Ultra

Something is not right with this message you are receiving. One UI 7 has not yet been officially released. It's under beta test only for T-Mobile S24 users and non-Verizon users with unlocked S24s.

Actually it is Ive seen thousands of people getting it that's not using beta

No, it is has not been released yet. January System Update "15" is what people are having problems with. Not Android 15.

It is not ANDROID 15, It is System Update 15, since the release of the S24 series this is the 15th update. Verizon is having a problem on their end. You can use Smart Switch on a computer to download it.
