Can't Create Child Account/Add Family Member

I've tried to get around this several ways but cannot create an account for my children because during the creation it just gets stuck on this loading screen indefinitely. Ive restarted the phone, tried to create it from an internet browser and just keep ending up at this same, stuck loading screen.

It appears the account has to be created from the Samsung Account settings on the device.
