Just finishing my migration from my S21U to my S25U, and my Phone Link will not show any app notifications - they show on my S25U but not on Windows - sms/text works fine from the Phone Link app.
I have fully removed/signed out of the app on my S21U, S25U, and Windows
Did a full application reset on Windows
Re-added just my S25U
Validated there are no missing permissions or settings that would be denying notifications from syncing
So I had the same issue and I think I fixed it: you do have to turn on Developer Options in Settings (go to Settings > About Phone > Software Information > Click on Build Number about 7 times; you should see a notification popup saying you're X number of clicks away from turning on Developer Mode). Go to Developer Options (should show up at the bottom of the Settings Menu once you have enabled it) and scroll down to an option titled "Turn off screen share protections." You can also search for it in the Settings app, and it should be listed at the bottom of the list. Enable that option, and click on the "Reset notification importance" button if available. Close Link to Windows on your phone & Your Phone on your computer. Reopen and try reconnecting both and see if that fixes it. There is also the possibility that if you're in the Beta Program for Link for Windows on your phone, you'll need to exit the Beta program. I did both of these and am not sure which one fixed the issue for me, but either or both of these steps fixed it for me.
