I have no idea if the solution would be to try restarting your device somewhere far from your (home/usual) Wi-Fi and connect it to a new (fast & trustworthy) Wi-Fi.

Yea they seem not be able to send unlock signal, keep saying it's failing on their end , Yay

Well mine needs unlock ever since updating , prior firmware would not trigger network lock even with multiple sims

It most likely means that Samsung delivered an update to your carrier, and that the carrier is blocking the update after discovering a issue with it during the testing phase on their network. Your carrier is probably working with Samsung now to resolve the problem and the update will progress once the error can be resolved. Neither Samsung nor carrier knows when that will occur, thus the 'check back later'.
