Galaxy S25Well, find which app is resetting your choices and remove it. Also, you can try setting up a routine that prevent location sharing during specified hours and days. Open Settings/Modes and routines and then click on the "+" sign to add one. Name it what you like, click "Done" and then in the "Other actions" section, click on that, scroll down and choose "Add action" and then scroll down to "Location", click on that and set it to the radio button "off". Now go back in the into the Custom added routine, set whether or not you want this done automatically on certain hours and certain days by clicking on the section "Turn on automatically". Or just use it manually when you need it.

Galaxy S25And setting up a complicated routine to actually turn off location access is just silly. Why even have the quick panel toggle for location if it's meaningless?
I think this is a flaw in the OS that needs to be corrected. I should have the ability to turn off location just like airplane mode and not have it do what it wants when it wants.

Galaxy S25If those apps are essential and they control the location settings, then one has to consider using a routine that is very easy to set up to prevent what they do not want to display/turn on on its own. When one installs a 3rd party app that is given controls over functions and features, it is not the device maker's issue to prevent that control, especially of those apps can directly override manual choices provided by the device makers that give device owners control of their device's functions and features.

Galaxy S25I feel if I don't have to create a routine to
1. Have control over my location services.
2. Privacy matter and some people want control over location.
People shouldn't have to go searching the internet on how to temporarily turn off a function like location. I can easily turn off wifi, data, cellular, etc. Location shouldn't be that different.

Galaxy S25Well if you or someone else finds a solution, please post it here.
Also, try searching for a solution on your device model under the a description "How to keep location services turned off, even though certain app(s) used keeps turning it back on, without removing those apps".

Galaxy S25That is precisely what routines are for - to give you control over what gets accessed/turned on and when. Just because you don't know how to figure out how to create a routine, does not mean it's a useless, extraneous function. The device manufacturer does not know where you work or how you use your phone, nor do the developers of the apps you use. Just create a routine or configure work mode, and once you get it right, you never have to think about it again.
