Pairing mode on watch 6.

For the life of me I can't figure out how to put my watch six in pairing mode. I'm usually pretty good at things like this but for some reason, I can't get it figured out. I've had this watch for a year which makes it even more pathetic. Please help.

1. On the watch, swipe down from the top.
2. Click the Gear icon.
3. Click on General
4. Click on Transfer watch to new phone

Then:

1. Open the Wearable app on your phone.
2. Follow the instructions when they pop up.

Pairing to what? Phone or buds, or headset, or car?
