Refrigerator RFG298 AARS/XZZ, Bottom IceMaker not Receiving Water

Refrigerator has two Ice Makers:  Top and Bottom.   While Top Ice Maker is operating satisfactorily, the Bottom Ice Maker is not making ice.  Ice Maker reset operation is verified, but the maker is not receiving water.  Both the water inlet valve (DA97-07695A) and ice maker unit  (DA97-07604B) have been replaced, and unit is still not receiving water.  Occasionally a small cylindrical shaped piece of ice falls into the ice bucket, suggesting that ice water tube to the ice maker is frozen.  Why is this?  Is there a tube warmer embedded that prevents this from happening?  Is the main control board faulty?  On fridge power-up the self-diagnostics produces a blink of R10, segment (f), but the Samsung Self-Diagnostics Check List does not list this particular segment error.  Any thoughts would help.
