There is a topic dedicated to just this. The short of it is that it's not open yet, don't know when, and it's only for unlocked devices when it does open.

They are currently in testing right now, which means they will be releasing Android 10 very soon (within 2-3 weeks)

I have an unlocked Samsung note 10 + AnD I don't know where or when the beta sign-ups are at..... I would love to test it out
