Same issue here but on the S10 T-Mobile it just sends me right back to home and I checked settings- software update and nothing but I went through terms and agreements but same results

Yes I have the S10+ but my wife has a Note10 and my brother a Note10+. My brother saw the banner on his app but it disappears within a second. So he cleared cache and then clicked on register before it disappeared. But nothing happened
