USB Tethering Grayed out

My USB and Ethernet Tethering are Grayed out. Any solutions?

I believe they become available when you plug in the correct items. Like something is looking for a connection.

Unfortunately that doesn't work. My issue is that I have an app that uses my phone as a modem but when I connect the phone via USB to my laptop that's when it asks for USB Tethering to be turned on and I can't.
