I disabled it from the play store and when reinstalled it. And she ia also able to pull it up from Samsung internet browser too. She is 4 and I need help!

You could block it on the wifi and also just block the site with parental controls

Parental controls is the way to go. Why does a 4 year old even have a tablet without restrictions?
