Secure account before buying?

Today I got a new Galaxy Tab S9 FE.  I am in the process of getting it set up for my kid to use and I am running into an issue anytime I try to buy anything on the Play Store.  It keeps telling me the purchase can't be completed until I secure my account.

I am able to buy things without issue on my phone, but the tablet apparently thinks I am not secure enough.  I went through the settings and security and everything has a green checkmark, so I assume I did all the necessary security stuff.

tablet and use it in the Play Store, you can follow these steps: 

Create a Google account

Open Settings

Tap Accounts

Tap Add account

Select Google

Follow the instructions to add your account

You can also use your Google account to sign in to your Samsung account. To do this, you can: 

Go to the login screen

Tap Sign in with Google

Select the Google account you want to use

Complete the two-step verification process

You can also use your Samsung account to back up and restore your data. 

To improve the security of your Samsung account, you can enable two-step verification. This process sends a security notification to your phone or a verification code to another device that's signed in to your account.

Also setup turn on reset with Samsung account if you forget your password to save contents of secure folder in your Samsung account.
