Stuck in boot loop

I am stuck in boot loop. I have Tab A7 which is automatically booting itself and is coming to a page where it is written,

Failed to load locales from the resource files, Failed to Compare

#Reboot Recovery Cause  is [Thread-4 : 3056 RecoverySystemRescueParty]#

#Reasin is [RescueParty]#

E:Failed to load bitmap installing_text for locale en-US (error -1)

Supported API: 3

I have tried to factory reset, it failed, I tried to use Smart Switch PC, it failed too.
