Android set up app appears on my A14 5g and won't go away after a factory reset

After factory reset the a14 5g sets up n installs everything. Then a portal android set app appears and it won't go away.

Yes my a14 5g did the same...apps won't Uninstall like it did when I first got it and the NFC keeps popping up and I don't even have it installed anymore....
