Anker power port 2 won't fast charge on my Galaxy A14 5g

I'm wondering why my Anker Power Port 2 with QC3. 3.6-6.5V-3A/6.5-9V-2A/9-12V-1.5A USB A port will not initiate fast charging if this device has 15W fast charge. 

Does this device only support 15W with PD? 
I also have USB C ports rated at 5V-3A/9V-3A 
Both of these power supplys fast charge google pixel 7 pro and other Samsung models. Why is this device charging at around 200-500mA 
"I understand I'm not using exactly a Samsung 15W PD usb c power supply." But they work on every other phone that plugs into them

What is preventing a USB C port rated at 5V-3A/9v-3A, from charging at the 15Watt fast charge this phone is rated for. I literally get the minimum charging speed of 2.2 Watts 3.7 Volts from usb c port using brand new Samsung cable.

The fast charge is dependant on the port you use. If the anker device has IQ it will not fast charge. It must be a port saying PD or IQ3 for Samsung to do it I've noticed. Have you tried an alternate cable also?

Yeah I'm using the brand new cable that came with it... The only power supply that will start somewhat of a fast charge is an old sansung fast charger that I think is rated for 10w. my device will get around 7.6 w with 3.6 amps but I want to know why a phone from Samsung will not recognized QC3.0. Its made by Qualcomm. It will fast charge any Samsung S series device. But not A?
