I dont think so , bcuz i have changed carriers aswell , and another thing is its some time like after restart it shows a tik to "dont show again" and i ticked it , but nothing changes it keep appears 😕

3rd time it's carrier issue nothing to do with Samsung

Its in your settings. Go to settings, mobile data, there should be a setting in there that is causing this. Find it and turn it off.
