No APPS can use premium text message services Galaxy A25 - recent update glitch?

Currently using the Galaxy A25 as a 2nd phone

Up until Feb 5, 2025,I had no problem receiving messages from different services that use premium SMS but after the latest update... I have been unable to do so and AFTER multiple checks online and with my carrier (reset of app settings, check with my carrier as well as the services that send these messages) ... the issue has been narrowed down to the premium SMS function on my phone

Is this an issue due to the latest One UI 6.1 update? Or is this a purposeful denial of function of the premium SMS service on a budget phone?

Anyhelp on how to reverse this is greatly appreciated, thanks!

What is premium SMS?  Do you mean RCS? RCS is only available in Google Messages, currently.  FYI, I have a budget phone (A54) running OneUI 6.1 and have no problem sending or receiving messages to/from anyone on any service. But, I also use Google Messages.  So, I don't think anyone is purposely limiting your ability to use certain SMS services because it's a budget phone.  It's probably because you are sticking with Samsung Messages.  I do understand that Samsung Messages has returned some RCS functions, but you have to turn it on.

It's not the same as RCS
It's a feature that's used by a lot of companies (e.g. Discord, companies, and services) when they send messages from 4/5 digit numbers OR from their official account through SMS to your personal number. It's found in the special access portion in your settings for android devices (e.g. Samsung)
My current problem is that I have been unable to get messages from these services (like Discord and an OTP message from my insurance company preventing me from proceeding to process things) due to the aforementioned problem
Shown below is the screenshot showing the concern...as after checking my carrier, resetting my app settings AND factory resetting my phone I still have this seemingly software issue

I didn't have this problem prior to Feb 5 (last time I got premium SMS messages and had a software update after) so that's why I'm messaging in the Samsung community asking for help 
I already called my carrier and everything is okay on their end

I found that setting in my special access menu.  It shows that Messages (in this case Google Messages - very confusing that in apps both messaging apps are named the same.) I assume it's because of the encryption Google Messages support.  If you install Google Messages, it will probably appear in your special access settings as well.  If it does, you will have to switch to Google Messages, at least for the time being.  It had been established that Samsung messages was no longer going to be supported, and the push was to Google Messages, but the outcry was great, and it appears Samsung may be changing their mind on that; but nothing official was announced.  I would suggest switching if you need those messages.  Whichever messaging app is being referenced in my settings (could be both for all I know), I get messages from both 4 digit and 3 digit short codes.  There does not appear to be any option to add apps to this section, so it must get populated automatically when the app is installed.  It is not a conspiracy to deny budget phone users services.

I used both Samsung messages and Google messages prior to and after a factory reset but I still had that aforementioned error.... the "No App can use premium text messages"

Am asking if there's a software workaround for it.

I can't help you there. This is the first I'm even hearing of this setting. I do know when I first opened it up, it displayed that same message, then about 3 seconds later it showed messages as having permission. Perhaps a chat with text assistance can clear it up. Maybe an uninstall and reinstall of your preferred messaging app.

I have been having this same issue with my Samsung Galaxy s20 FE.  I've spent hours on the phone with my provider and searched the web over and over only to find that it's been an ongoing issue for quite a few years.  I tried every fix that was suggested and nothing worked.  I was about to try a factory reset but before I did, I ran across the solution, below.  It mentions older software versions but the steps were the same on my phone.  I happened to have my phone in safe mode at the time because I was trying a different suggestion but I don't think safe mode is necessary for this.  Once I reset all app preferences I got a pop up to allow the last short code message that I tried.  I am now it the annoying process of resetting all of my app preferences but at least I can respond to fraud messages from my bank now.  I hope it works for you.  Good Luck. 

"Only option till now in marshmallow android 6 if you are not able to send sms to short code numbers like 12345 or 123 or 1900 or when you try to send them your network towers goes away is to reset all app permissions, by going to settings-apps-click on the 3 dots on the top right corner in the screen and select reset all app preferences. Now send a short code message and allow it."

Just for ha-ha's, switch to Google messages and see if that makes a difference. You can always switch back if it doesn't.
