Not able to create a folder for a picture?

When I take a picture I can not create a folder for the pic it only let's me create movies and other  why was this taken out after the newest update

Long tap on the picture you want to create a folder for, then tap on MORE, select MOVE TO ALBUM which will bring a CREATE button up in the top right-hand corner for you to create an album.
