All of a sudden my FE buds aren't as loud when I first got them less then 4 months ago, I got them fresh off the Walmart truck. Now they have static and are very low on the highest setting

Did you try doing a factory reset?
Also
The volume setting on the headphones is independent from the device. Set the volume on the phone to 100% then adjust The volume on the headphones using touch controls (start with them off your head so you don't blast your ears in case they're already up all the way).
I also would play with the sound setting like noise cancelling and ambient sound. Turn off the labs setting for extra high ambient sound.
One more thing: try cleaning the little foils and ear cups, if there's wax or dirt in there it can impact the sound output and also it blocks the microphones used for noise canceling which can lead to static.
Be careful cleaning the cups as they're easily damaged. Use a light alcohol solution to get rid of your wax if a dry cloth doesn't work. Don't use paper towels it will leave behind paper residue.
