Need to uninstall and reinstall the app to reconnect with buds

Once buts haven't been used for a while or battery died, after started charging it's impossible to reconnect until buds app uninstalled and reinstalled again.

Have you tried doing a reset of the Buds? https://www.samsung.com/us/support/troubleshooting/TSG01218103/

Also, be sure the apps and phone are fully updated.

If you continue to experience these symptoms when trying to connect, we recommend having the Buds evaluated at an authorized service location. 

You can use the following link to find a list of service centers in the U.S. that can do the repair: http://www.samsung.com/us/support/service/location or by contacting customer support at 1-800-726-7864.
