Can't rearrange apps on app screen (layout is NOT locked)

I have an s20 FE. In the past few weeks I cannot rearrange the apps on my app screen. I can drag them, but they do not "stick". I can rearrange apps on my home screen just fine. The apps are now, however, in alphabetical order. 

I do not have "Lock Home screen layout" selected. 

Most recent update has been downloaded. 

What gives?

Did you change the app settings to have them arranged in alphabetical order? That might lock them

In the apps screen, tap the dot menu, select sort and then choose custom order.  Then you can arrange the apps however you want.
