How can I stop a particular caller from calling?

Is there a way that I may not know about to stop one particular caller? Every 2 hours I get a call from numbers that start with 441, I block them but they call back with the last 4 digits changed. Trying to sell me health insurance. Every 2 hours, all day, everyday.

In the US, yes I believe so.  If you filed a complaint they would see who owned the number.

It's coming from the same area code as me. Sooo, I can't.
