Let me paint a picture for you. You just took a photo that you want to share. You click the share icon and the quick share menu pops up. The place you want to share your photo pops up as the first recommended. You tap the contact or app and at the last second the share with another local device pops up moving the recommended contact you wanted out of the way and makes you send it to that other device by mistake.

You're looking through your notifications and see one you want to go into. At the last possible second, another notification comes in and pushes the notification you wanted to interact with out of the way. So you tap and open a notification you didn't want.

You're typing out a message in your messaging chat head. Half way through the message, another message comes in, dismissing your keyboard, and pulling up a whole new chat head right in front of the message you were trying to write.

I don't know if this is entirely Samsung or if it's on Google but these last second moving menus are everywhere in this UI! Why isn't what I'm trying to do with MY phone the priority for it to process. Especially with the writing messages one. This happens in chat heads, notification shade, everywhere! I understand that if new notifications come in and notifications are sorted by time they should appear at the top. Isn't there a way to avoid these new notifications shifting everything else you're looking at?

Maybe instead of it pushing everything else down a small indicator appears at the top of the notifications that you can now scroll up further to see new notifications that just came in. Maybe instead of the chat head having to fully open up the new message interrupting your message a notification dot appears next to the conversation that has a new message. Maybe instead of the Samsung nearby share pushing all other suggested contacts away, instead a icon appears to notify you that you are no longer at the beginning of the menu.

Please fix these misclicks that are caused by the UI!

Not that this makes it right or any easier to live with, but I believe everything you've stated has been like that since a least One UI6, meaning it's been like this for years. I have learned over the years, not to click anything immediately when it pops up, I give it another second to see if anything else will load.

I'm on older UI5.1, and like you said, I don't open notifications, but I do expand them and leave that way until I'm ready and they will move down as new ones come on but stay expanded so I don't lose my spot.
Cheers
