Endless FitBit pop-ups

I don't own a FitBit. I get constant pop-ups about connecting a FitBit. I have turned off my BlueTooth. I have turned off pairing requests. I have turned off everything but the phone itself. How do I stop this?

Go to Settings/Apps/Fitbit/Notifications. Here you can change settings to whatever you want.

That only works if you already have the fitbit app installed. So in other words it doesn't work.
