S21 will not update software from 12 to 13

Can anyone help me figure out why my phone won't update i have cleared cache factory reset starting in safe mode nothing works

Go to software update in settings. Check and make sure you have enough space on your phone.

I did all of that it just keeps saying to come back in 24 hours

Update after doing a factory reset re-download most apps Google asked for permission to backup all my files so I did it went back in to check if that would help with to update my phone and low in behold my phone Update...9 times wilh files between 450mb to 2500mb now I'm running android 13-5.1 I was on 12-4.0 I hope this helps someone
